The University Grants Commission (UGC) on Tuesday announced that students will now be able to enrol in two full-time degree programs simultaneously. Both the programs will be recognized equally by the UGC and other higher education regulators. UGC Chairman Professor M Jagadesh Kumar said that this change is in line with the new National Education Policy- 2020. In the new education policy, it has been said to give maximum freedom to the students to study as per their wish. This step is an initiative in that direction.
The UGC chairman informed that the scheme will be applicable for lecture based courses. All universities can start such initiatives at their own level. They just have to inform the UGC and other regulators about this. Students will also be free to choose their degree and institute at their own level. Flexibility will increase during studies.
In this regard, the detailed notification and manual will be issued by the UGC soon. The University Grants Commission (UGC) has prepared a set of guidelines in this regard, which will be released on the official website of UGC on Wednesday, April 13.
The dual degree option is not mandatory for any university/college and will be effective only if the statutory body of the university approves the UGC guidelines and facilitates the new system. The 'two-degree' option will be applicable on all courses and combinations of courses. shall be applicable provided the statutory body of the University permits it. The eligibility, admission and attendance criteria set by the university will have to be followed.

The guidelines will be applicable to all the courses available across the country. Students can choose either one diploma program and one bachelor's (UG) degree, two master's programs, or a combination of two bachelor's programs. If a student is eligible to pursue a postgraduate (UG) degree and wishes to enrol in a bachelor's degree in a different domain, he/she will be able to pursue UG and PG degrees simultaneously.
However, the class timings for both the programs should not clash. Universities will have the freedom to decide whether they want to offer such programs or not. Professor M Jagadesh Kumar said that we are in discussion with the Vice Chancellors of various universities and we hope that this flexibility will be allowed to the students. He said these steps would help in merging with the NEP and the plans of the National Digital University proposed in the Union Budget. UGC is taking steps towards implementation of NEP Vision.
